“The order upholds a Fifth Circuit panel decision from March, finding that Rep. Marc Veasey, D-Texas, former Texas state senator Wendy Davis and others who challenged state redistricting legislation passed in 2011 are not entitled to attorneys’ fees because they only secured what amounted to a preliminary injunction and did not prevail in the case.”
