Fiscal Year 2023 Community Project Funding Requests


This year, the House of Representatives will be accepting requests for Community Project Funding for Fiscal Year 2023. This will allow Members of Congress to direct federal funds towards projects and programs to address the most significant needs facing the communities they represent. Applicants for the Community Project Funding may be state, local, and tribal governments, publicly owned entities, or non-profit entities with a quasi-governmental purpose.

The deadline to submit Community Project Funding requests for FY23 has passed.

  • Proposed Recipient: Fort Worth Housing Solutions - Hughes House Public Infrastructure Improvements
  • Recipient Address: 1201 E. 13th St., Fort Worth, TX 76102
  • Amount Requested: $5 million
  • Explanation of Request: This request is for funding to support the construction of site work and offsite public improvements for Hughes House, a new 210-unit mixed-income apartment community to be constructed on a portion of former Cavile Place public housing site. The new community will include new streets, sidewalks, pedestrian street lighting, trees, water and sewer line upgrades, and a new storm water management system necessary to support and sustain the development's long-term viability. The site is located in the Stop Six community of Southeast Fort Worth. Stop Six was once the heart of a thriving African American, working-class community. This investment will help recreate a vibrant, diverse and sustainable community that remains a cultural touchstone for the city's residents.

  • Amount Requested: $1,488,690
  • Explanation of Request: This request is for funding to support the construction of a Covered Outdoor Gym Space that will be utilized for not only for health & wellness community programs, but for community concerts, events, fall and spring festivals, family movie night, outside fitness programs, and much more.

  • Proposed Recipient: Texas Wesleyan University - STEM Laboratory Upgrade
  • Recipient Address: 1201 Wesleyan Street, Fort Worth Texas 76105
  • Amount Requested: $1,439,695
  • Explanation of Request: This request is for funding to support the upgrade of the STEM laboratory at Texas Wesleyan University. These funds will further TWU's mission of providing transformational learning experiences to a diverse group of students helping to develop their full potential as individuals and members of the global community. Texas Wesleyan will use awarded funds to replace, enhance, and update STEM laboratory equipment and upgrade technology directly benefiting students. Specifically, science laboratory equipment in the Ella McFadden Science Center will be replaced and upgraded to meet the needs of current academic standards. Computer labs and classrooms across campus will be upgraded to ensure mobility and smooth transitions to virtual learning while integrating a transition to a virtualized lab environment. Additionally, new licenses will be purchased to support the transition to a new learning management system that increases security functionality for all students, faculty, and staff. Texas Wesleyan University, located in the 8th poorest zip code in Texas, is a United Methodist institution with a tradition in the liberal arts and sciences and a focus on professional and career preparation. In Fall 2021, total enrollment was 2,603 including 1,844 undergraduates. An overwhelming number of undergraduate students – 84% – are Texas residents and of those, 55% are from Tarrant County. Texas Wesleyan is also Hispanic-Serving Institution with 34% of undergraduates coming from Hispanic families. The undergraduate student body also consists of 27% white students, 21% black, 11% international, and 4% multiple ethnicities. Of these students, 45% are the first in their family to pursue a degree and 45% are Pell-eligible.

  • Amount Requested: $4,000,000
  • Explanation of Request: This request is for funding to support Transform 1012 N. Main Street (T1012), a coalition and community-led project that will transform the former Ku Klux Klan Klavern No. 101 Auditorium in Fort Worth, Texas, into The Fred Rouse Center for Arts and Community Healing. Appropriation funding will support professional services and expenses for the design phase of the project, including architectural and engineering design, owner's representation, and specialty-consulting services for The Fred Rouse Center for Arts and Community Healing.

  • Explanation of Request: This request is for funding to support the creation of a 5.1-acre deck park over I-35E in Oak Cliff in Southern Dallas, reuniting a neighborhood that was torn apart when I-35E was first constructed and providing much needed economic development for an economically depressed area.

  • Explanation of Request: This request is for funding to support and expand the VITA program to serve thousands more Tarrant County residents who need access to—and would benefit from—tax preparation assistance.

  • Explanation of Request: This request is for funding to identify and meet the basic needs and wraparound services for students and families in Tarrant County (food security, economic security, and health equity), while providing technical assistance for the planning and implementation of the with local educational institutions.

  • Explanation of Request: This request is for funding to support the United Way's Mission United project to craft program components that provide veterans access to services and resources including primary, specialty and mental health care; job training/ employment; housing assistance; and education to develop skills for transitioning to civilian life.

  • Proposed Recipient: Dallas College - Teaching Residency Apprenticeship Program
  • Recipient Address: 1601 Botham Jean Blvd, Dallas, TX 75215
  • Amount Requested: $500,000
  • Explanation of Request: This request is for funding to support the development and administration of a teaching residency apprenticeship program. Dallas College seeks to cut the teaching shortage in the Dallas metroplex in half by developing and scaling a high-quality, affordable Grow Your Own pathway into the teaching profession through a teaching residency apprenticeship program. The United States Department of Labor (DOL) approved K-12 teaching as an "apprentice able" occupation in November 2021. Like teacher residencies, apprenticeships offer numerous benefits, including the opportunity to train and develop highly skilled employees, reduce turnover rates, diversify the workforce, and lower recruitment costs. According to the U.S. Department of Labor, for every dollar employers spend on apprenticeships, employers get back an average of $1.47 in increased productivity.

  • Proposed Recipient: City of Arlington's Neighborhood Wi-Fi project

  • Amount Requested: $2,400,000
  • Explanation of Request: This request is for funding to support the expansion of the City of Arlington's Neighborhood Wi-Fi Program. The original project, completed in October 2021, installed Neighborhood Wi-Fi in the blocks bordered by East Park Row Drive, New York Avenue, Abram Street, and Sherry Street. This original installation covers 0.54 Sq. Miles in East Arlington, serving approximately 1,164 Households. The services are powered by City owned fiber optic network and built on existing street lighting infrastructure. Since the launch in October 2021, approximately 12,916 users have accessed the Wi-Fi services. The requested funds will expand Neighborhood Wi-Fi to three new locations. Neighborhood Wi-Fi projects help close the digital divide in our Arlington community. The increased need for digital communications for education, work, and access to services is leaving members of the community who lack broadband access behind. Expansion of the Neighborhood Wi-Fi Program allows Arlington residents who lack access to connect. The service is especially important for residents who are not able to easily travel to locations, such as libraries and community centers, where other Wi-Fi services are available and for children who need access to study when they cannot visit those locations.

  • Proposed Recipient: Children's Health Clinical Operations - Emergency Department Renovation and Expansion

  • Explanation of Request: This request is for funding to support the renovation and expansion of Children's Medical Center Dallas' Emergency Department to improve quality patient care and safety, and to meet the needs of a growing pediatric population in North Texas. The renovation and accompanying equipment will enhance exam rooms, add additional triage rooms, and improve patient flow and clinical workflows. It will also allow Children's Health to better serve and treat the growing number of children with mental and behavioral health needs.

  • Proposed Recipient: Dallas Area Rapid Transit (DART) - Fuel System Modernization Project

  • Amount Requested: $2,000,000
  • Explanation of Request: This request is for funding to support the installation of a new, modernized fuel system at the TRE's Equipment Maintenance Facility (EMF). The project would remove the current fuel management and storage system and replace it with a new, fully compliant, economically friendly fuel storage that nearly doubles the current fuel storage capacity. The Trinity Railway Express (TRE), which began operating in December 1996, is a 34-mile commuter rail line jointly owned by Dallas Area Rapid Transit (DART) and Trinity Metro in Fort Worth and primarily operating between the cities of Dallas and Fort Worth. The two 25,000-gallon underground fuel storage tanks (USTs) currently in use were installed in 2001 and will soon be approaching the end of their serviceable life.

  • Explanation of Request: This request is for funding to address the long-term impacts of environmental contamination that has occurred during and because of use of Hensley Field by the US Navy as the former US Naval Air Station-Dallas

  • Proposed Recipient: City of Irving - Southwest Park Renovation
  • Recipient Address: 825 W. Irving Blvd, Irving, TX 75060
  • Amount Requested: $1,500,000
  • Explanation of Request: This request is for funding to support to renovate and upgrade Southwest Park, a community park which was recommended in the 2019 Parks Master Plan report. The major items include upgrade of the playground, adding outdoor fitness equipment, multi-use courts (basketball and soccer called Futsal Courts), upgrade the restroom facilities, and add a walking trail and sidewalks connecting all the amenities together. Site lighting, landscaping, trees, drainage improvements and irrigation renovation will also be included throughout the park.

  • Proposed Recipient: Center for Transforming Lives - Riverside Early Childhood Education & Economic Mobility Center
  • Recipient Address: 512 W 4th Street, Fort Worth, TX 76102
  • Amount Requested: $2,250,000
  • Explanation of Request: This request is for funding to support an adaptive use of the recently purchased 100,000+-square foot 1950's era structure at 2851 S. Riverside in Fort Worth to restore and renovate both the building and the surrounding land to create an inspiring community hub focused on economic development and emotional well-being of families with children.
