WASHINGTON — Texas Democrats in Congress slammed proposed state rules requiring extra training for Obamacare navigators Wednesday, and they've asked Attorney General Eric Holder to intervene.
Navigators help consumers sign up for health insurance through online exchanges set up under the Affordable Care Act.
Federal rules require navigators to have 20 to 30 hours of training. Rules proposed by the Texas Department of Insurance would add 40 more hours, require criminal background checks, and charge a fee of up to $800 for certification.

Dallas, TX – Rep. Marc Veasey, TX-33, visited the North Texas Food Bank (NTFB) on Monday, November 4 to tour the facility and to discuss hunger and the potential impacts of food assistance programs due to recent food-aid funding cuts.
Earlier this month, SNAP, or the Supplemental Nutrition Assistance Program, was cut by 5 percent after the 2009 Recovery Act's temporary increase in benefits expired leaving participants with just $1.40 to spend per meal. According to the Texas Health and Human Services Commission, 3.5 million Texas residents receive SNAP benefits.

Today, billions of dollars of cuts to the Supplemental Nutrition Assistance Program (SNAP) will go into effect. They are the result of the expiration of a temporary increase in funding for SNAP that went into effect as part of the stimulus package in 2009. The expanded SNAP budget was set to automatically expire on November 1. Thanks to Congressional inaction, the cuts went into effect and SNAP will lose $5 billion over the next year.
Texas Democrats are railing against automatic reductions in food stamps triggered by expiration of 2009 Recovery Act funds.
The stimulus funds ran out at midnight last night. The average family of four receiving benefits will see their food aid drop by $36 a month because of the reduction, according to the Department of Agriculture.
Those cuts continue to be controversial as a Congressional conference committee negotiates the long-delayed farm bill.
