Ten members of Congress, including Civil Rights icon U.S. Rep. John Lewis, D-Georgia, were in attendance at the forum held at Birmingham City Hall. The others Congressional members in attendance were: Sheila Jackson Lee, D-Texas; Stacey Plaskett, D-Virgin Islands; Karen Bass, D-California; Jim Clyburn, D-South Carolina; G.K. The U.S. Supreme Court in its Shelby decision of 2013 struck down the requirement in the Voting Rights Act of 1965 that required certain states and local governments to obtain federal preclearance before implementing any changes to their voting laws or practices.
